An incident in the Strangers' Bar in Parliament saw Lord Ranger swearing and calling the women 'useless' while being visibly intoxicated.
In addition to the suspension, the House of Lords Conduct Committee recommended a 12-month ban from Parliament's bars.
Lord Ranger, who did not contest the allegations, blamed family health issues for his behavior.
Peers will vote on these punishments in June.
