This year marks the 27th annual memorial celebration and is being held under the theme, ‘1967 Ministerial Government: A Turning Point for Development of the Virgin Islands’ and will take place at the Cappoon’s Bay Burial Ground on Monday, March 7, 2022, at 10:00 am, according to a press release from Government Information Service (GIS) on March 5, 2022.

The 27th annual memorial celebration for the late Chief Minister H. Lavity Stoutt is being held under the theme, ‘1967 Ministerial Government: A Turning Point for Development of the Virgin Islands’ and will take place at the Cappoon’s Bay Burial Ground on Monday, March 7, 2022, at 10:00 a.m.

'Where there is no vision the people perish'

Hamilton Lavity Stoutt served in many capacities during his time. His favorite quote was said to be, “Where there is no vision the people perish”. It is from his vision for the people of the Virgin Islands that the Territory’s first tertiary institute was founded and thus named in his honour.

H. Lavity Stoutt Memorial Celebration is an annual event hosted by the Government of the Virgin Islands in collaboration with the H. Lavity Stoutt Commemorative Committee.

The Government of the Virgin Islands celebrates the life of the late Honourable H. Lavity Stoutt as a person of historic significance to the Territory every year on the first Monday in March. The day is declared a public holiday in celebration of the anniversary of the birthday of the Territory’s first Chief Minister.

The late H. Lavity Stoutt was born on March 7, 1929, and died on May 14, 1995.
