He stressed cooperation with Europe to combat smuggling gangs.
The funding will support education and employment projects for Syrian refugees in Jordan and Lebanon, and humanitarian aid in Sudan.
Starmer also ruled out the Rwanda migrant plan, opting instead to form a new Border Security Command.
