During his arraignment hearing held today, November 8, 2021, the Crown argued fiercely for his bail to be denied, stating that the charges against him were serious and he could spent many years behind bars if convicted.
On the other hand, defence attorney Mr Stephen R. Daniels countered that Samuel was a suitable candidate for bail with conditions attached.
He was then offered bail with several conditions, including that he surrenders all travel documents to the police, report to the Virgin Gorda Police Station three times a week, Mondays, Wednesdays and Fridays, between 6:00 am and 12:00 pm, refrain from interfering with the investigation and have no contact with Mr Cordel O’Neal and his family whether directly or indirectly.
Mr Samuel is from Dominica, is 41 years old with four children, including an 11-month-old baby, with his wife.
He resides on Virgin Gorda and has been a member of the Royal Virgin Islands Police Force for the last 15 years, and has no prior convictions.
