The Volyn massacre involved the killing of approximately 100,000 Poles by Ukrainian nationalists between 1943 and 1945.
Tusk announced this stance after Ukrainian Foreign Minister Dmitry Kuleba made controversial comments during his visit to Olsztyn, Poland.
Kuleba suggested leaving historical disputes to historians and refrained from opposing exhumations related to the massacre.
However, his remarks on Ukrainian deportations during Operation Vistula were poorly received in Poland, adding to the tensions.
