Scrutiny Surrounds Lord Mandelson's Involvement with Chinese Influence Operations

Concerns arise over Peter Mandelson's ties to an organization perceived as a tool of the Chinese Communist Party amid his new role as UK ambassador to the US.
Peter Mandelson, a prominent British politician and Labour peer, has come under scrutiny regarding his connections to the China Council for the Promotion of International Trade (CCPIT), an agency experts believe functions as a Chinese Communist Party (CCP) influence operation.

The scrutiny coincides with Mandelson's recent appointment as the UK ambassador to the United States.

Mandelson chaired a virtual meeting in February 2021 titled 'Europe-China business dialogue,' which featured notable executives from major European corporations, including Airbus, AstraZeneca, and Maersk.

Minutes leaked from the meeting revealed Mandelson's enthusiastic remarks about China's leadership and their capacity to address criticism.

The CCPIT, which aided in organizing the meeting alongside Mandelson's consultancy, Global Counsel, is viewed as part of the CCP's United Front strategy—an initiative aimed at garnering support from influential figures within foreign circles, especially concerning sensitive issues like Taiwan and Tibet.

Charles Parton, a former UK diplomat, stated: "The CCPIT has a United Front function," underscoring the organization's role in facilitating CCP interests abroad.

Critics pointed out that identifying the nature of the CCPIT is essential for understanding the implications of Mandelson's engagements.

Parton contends that Mandelson's knowledge of China is questionable, given his past work with Chinese firms and the potential dangers it represents.

Notably, his interactions with controversial companies include TikTok and Shein, leading to further concerns about advocating for Chinese interests.

Mandelson, who co-founded Global Counsel and previously chaired the consultancy, retains significant ownership even after stepping down from the presidency to assume his diplomatic role.

His consultancy reportedly generated an annual turnover of £16 million.

Following his appointment, some associates of former US President Donald Trump expressed opposition based on Mandelson's connections to Chinese entities.

In a recent statement to The Guardian, Mandelson opted not to comment on accusations regarding his involvement with influence operations, asserting he had more urgent matters to attend to.

Global Counsel also declined to provide any comments on the matter.

Additional documents released by the European Commission indicated that a representative from Global Counsel communicated intentions to Valdis Dombrovskis, the current European trade commissioner, about ongoing collaboration with Chinese business leaders following the virtual meeting.

William Matthews, a China expert at Chatham House, commented on the challenges democratic nations face in directly engaging with China.

He emphasized the balance required to pursue economic ties while avoiding manipulation by foreign influence operations.

The CCPIT has a historical background, with its origins linked to efforts of reconnecting with business leaders following the Cold War era.

In 2018, Mandelson recounted his engagement with Chinese President Xi Jinping during a significant visit and expressed concerns about the West's potential isolationist stance on China.

As pressure on global relations with China grows, the complexity surrounding business engagements and diplomatic connections continues to be a topic of discussion among lawmakers and business leaders alike.

The CCPIT's official stance remains one of promoting international trade and investment, alongside fostering mutual understanding between China and global business communities.
