Search for contractors to rebuild ESHS senior block commences

The search for contractors to rebuild a new senior students block at the Elmore Stoutt High School (ESHS) has commenced with the Recovery & Development Agency (RDA) issuing an invitation for interested parties to submit pre-qualification documents.
The RDA said contractors who will submit documents have to meet three requirements to pre-qualify for the job.

The requirements for pre-qualification will include having an average annual turnover (defined as billing for works in progress and completed) over the last five years of $1.5 million for either the construction of a Technical School Block, Classrooms Block (North), and Classrooms Block (South). Additionally, the interested parties must have an average annual turnover in the last five years for $800,000 for the Administrative Block.

The second requirement is that the company must have a demonstrable cash flow, including access to credit of $340,000 equivalent for the construction of a Technical School Block, Classrooms Block (North), and Classrooms Block (South). Similarly, they must have a demonstrable cash flow of $160,000 equivalent for the Administrative Block.

The final pre-qualification requirement is being experienced as a prime contractor in the construction of at least one assignment of a nature and complexity comparable to the proposed project activity within the last five years. To comply with this requirement, works quoted should be at least 80 percent complete.

The key elements of the scope of works include the building of a Technical School Block, Classrooms Block (North), Classrooms Block (South), and an Administrative Block. It is expected that the Invitations to tender for these works will be issued before the end of January 2022.

In 2017, hurricanes Irma and Maria caused significant infrastructural damage to classrooms at the ESHS campus. Since then, students and staff had to be relocated to various temporary accommodations on Tortola as the government tried to rehabilitate and upgrade the infrastructure on the campus.

Currently, the junior school students have returned to the campus and are accommodated in the L-shaped building that was rehabilitated.

The remaining students are located at the Old Clarence Thomas Limited (CTL) building. According to the government, the CTL building is not suited for classroom settings and learning.

The demolition and site clearance works have already been completed and the design consultancy and architectural work, being undertaken by Trojan Design and Development Limited, is expected to be completed on January 14.

Premier Andrew Fahie had promised the buildings should be completed and ready for the beginning of the 2022/2023 school year.
