Premier and Minister for Finance Hon. Andrew Fahie has come to the defence of his administration, bringing several pieces of legislation before the House of Assembly that had been labored on by previous administrations, stating that his administration also worked on the recent pieces of legislation.
During the sitting of the House of Assembly on March 4, Premier
Fahie said his administration worked to bring out numerous Bills such as the Consumer Protection and ‘many others’.
"If we didn’t bring it out at all, there would be a different talk. It shows that this is a government that cares and a government that is going to move forward for the betterment of the people and it will go down, no matter how anyone else tries to put it down, in the archives of history, that this government did it. One may ask why am I hard on that, it’s because Mr. Speaker, there is an intention to only name what have not done!”
Speaking of e-legislation, the Electronic Transfer of Funds Act 2021 was passed in the House of Assembly on Tuesday, March 9, with amendments.
He said that the purpose of the Bill was to seek to regulate the transfer of money through electronic means such as by use of bank cards, credit cards, smart cards, online banking transfers and mobile commerce for the purpose of authorizing payments to or from a card holder’s account.”
The Bill creates a number of offences related to theft, forgery, and other dishonest use of a credit card, a debit card, bank card, smart card or the number and data associated with such card or bank account and it is intended to build user confidentiality in electronic commerce and electronic transfers.
The Leader of Government business informed that the Bill comprise of 22 clauses and is part of the e-government laws coming on stream to improve business across the board.
“As I always state, once you improve effectiveness and efficiency automatically, you also increase revenue,” he remarked, adding that “I beg to report that the Bill entitled Electronic Transfer of Funds Act has passed through the committee with amendments.”
He then asked that the Bill be read a third time and passed as amended, which was done. Minister for Transportation, Works and Utilities Hon. Kye Rymer seconded the motion.
The Act was worked on for many years, but the Hon.
Fahie-led administration brought it forward. It is now heading to the Governor His Excellency
John Rankin for assent.
