A Yale School of Public Health report, funded by the US State Department, has uncovered a systematic initiative by Russia to relocate 314 Ukrainian children from occupied regions to Russia.

The program, allegedly using presidential aircraft and financial resources, purportedly seeks to erase the children's Ukrainian identity and assimilate them into Russian culture.

These findings contribute to documenting violations of international law, under the direction of Professor Nathaniel Raymond from Yale's Humanitarian Research Lab.

In March 2023, the International Criminal Court (ICC) issued arrest warrants for Russian President Vladimir Putin and child rights commissioner Maria Lvova-Belova, accused of deporting Ukrainian children.

Lvova-Belova asserted that the actions were for the children’s protection amidst conflict.

The Kremlin and her office have yet to respond to inquiries.

The report details the transportation of these children via military aircraft under Putin’s regime and describes their exposure to "patriotic re-education" in Russia.

Data shows that 166 children have been placed with Russian families, while others remain in Russian institutions.

The study examined Russian government adoption databases and flight tracking data to map the program’s logistics and funding.

Former US Ambassador Stephen Rapp reviewed the report, noting evidence of legal changes in Russia to support such transfers.

Ukraine estimates approximately 19,500 children have been relocated since the conflict’s onset.

Though Russia denies any misconduct and does not recognize the ICC’s jurisdiction, these accusations carry substantial international ramifications.
