FBI and Senate Investigate Allegations of Chinese Plot to Influence the 2020 Election in Biden’s Favor Using Fake U.S. Driver’s Licenses

A purported Chinese scheme aimed at influencing the 2020 U.S. presidential election to benefit Joe Biden is under investigation by the FBI and the Senate Judiciary Committee. There is substantiated evidence (such as the CBP seizures and the FBI’s internal memo) supporting the existence of an alleged Chinese plot involving fake driver’s licenses.

The FBI has disclosed allegations that the Chinese Communist Party manufactured counterfeit U.S. driver’s licenses and shipped them to the United States to assist individuals in fraudulently voting for Biden.

These allegations are part of an ongoing Senate Judiciary Committee inquiry following the FBI’s release of a relevant internal document on Monday evening. The document—requested in late May by Senate Judiciary Chairman Chuck Grassley (R‑Iowa) and released by FBI Director Kash Patel—suggests that the Chinese government produced fake U.S. driver’s licenses in August 2020. These licenses were allegedly distributed to Chinese-supporting individuals within the U.S. to facilitate tens of thousands of illegal mail-in votes for Joe Biden, despite those individuals being ineligible to vote. The document did not confirm whether actual ballots were cast as part of this plot.

A spokesperson for Grassley told Fox News Digital that the FBI provided the document in response to a government whistleblower disclosure, highlighting “serious national security concerns that require a full investigation by the FBI.”

The document strongly emphasizes that it is an “information report,” not a finalized intelligence assessment. It is intended for informational purposes only, has not been fully vetted, and has not been corroborated with other intelligence. Recipients are cautioned not to act solely on this raw data without coordination with the FBI. Additionally, it maintains the presumption of innocence for any individuals mentioned unless criminal charges are filed.

According to the document, an unnamed, indirect source claimed—in less than a year’s time—that the Chinese government produced large quantities of fake licenses and exported them to the U.S. in August 2020. The source's details were second-hand, allegedly obtained from unspecified Chinese government officials.
