The offer includes a 4% backdated increase for 2023-24 and an 8% rise for 2024-25, as suggested by an independent pay review body.
Chancellor Rachel Reeves announced the deal as a 'new relationship' between the government and NHS staff, acknowledging that industrial action had cost taxpayers one point seven billion pounds last year.
The NHS Providers welcomed the offer but voiced concerns over potential delays in building new hospitals.
Junior doctors in Scotland, Wales, and Northern Ireland are also in various stages of pay negotiations, with some having already accepted improved deals.
