The arrests coincided with a public warning from Southend West and Leigh MP, David Burton-Sampson, advising people to avoid the area.
A dispersal order, effective until 20:00 BST on Wednesday, has been enacted on Southend seafront to curb anti-social behavior.
This order covers Marine Parade, Pier Hill, High Street, Western Esplanade, and both of the city's train stations.
