UK Government Launches Consultation to Accelerate Standalone 5G Investment
Proposals aim to modernise spectrum rules and infrastructure policy to unlock next-generation mobile network growth
The UK government has launched a formal consultation designed to accelerate investment in standalone 5G, setting out proposals to modernise spectrum licensing and infrastructure regulation in order to unlock the full economic potential of next-generation mobile networks.
The consultation focuses on measures intended to encourage the rollout of 5G Standalone (5G SA) networks, which operate independently of legacy 4G infrastructure and enable advanced capabilities such as network slicing, ultra-low latency and enhanced reliability.
Officials say that moving beyond non-standalone deployments is critical to supporting industrial automation, smart transport, healthcare innovation and advanced digital services.
Under the proposals, the government is seeking industry views on reforms to spectrum management, planning processes and regulatory frameworks that could reduce barriers to network investment.
This includes reviewing how spectrum bands are allocated and used, examining whether existing licence conditions remain fit for purpose, and considering how to streamline approvals for new infrastructure deployment.
Ministers argue that accelerating 5G SA deployment will strengthen the UK’s competitiveness in digital technology and help drive productivity growth across sectors.
The initiative forms part of a broader strategy to position the country as a leading hub for telecoms innovation, alongside parallel efforts to enhance fibre broadband coverage and diversify network supply chains.
Industry groups have broadly welcomed the consultation, noting that clearer long-term policy signals could improve investor confidence and enable operators to commit capital to large-scale standalone rollouts.
However, they have also highlighted the need for regulatory certainty, fair access to spectrum and coordination with local authorities to ensure efficient deployment.
The consultation period will run for several weeks, after which the government is expected to publish its response and outline next steps.
Officials have indicated that timely implementation of reforms will be essential if the UK is to capture the economic benefits associated with advanced 5G capabilities and emerging digital ecosystems.
