Tory Minister Promotes Party Donor's Business in Azerbaijan
Leo Docherty's promotional visit for JCB raises concerns of conflict of interest
In February 2023, Leo Docherty, then a Conservative MP for Aldershot and a minister in the Foreign and Commonwealth Office, visited Azerbaijan on an official trip where he promoted JCB, a company owned by former Tory peer Lord Bamford.
JCB and the Bamford family, known for their substantial donations to the Conservative Party, have reportedly contributed over £10 million since 2001.
During the visit, Docherty visited a JCB showroom and showcased their machinery by participating in a promotional event.
A Foreign Office briefing noted that JCB was aiming to expand sales in Azerbaijan, and Docherty’s presence was intended to boost the visibility of UK products.
Critics argue this illustrated preferential treatment for major party donors.
Separately, former energy secretary Claire Coutinho encountered scrutiny for accepting donations from JCB while in office, which coincided with government grants awarded to companies linked to the Bamford family.
These activities have fueled broader concerns about the potential influence of substantial political donations on governmental decisions.
Labour has called for clarification regarding governmental funding during Coutinho's tenure, but she has yet to comment publicly.
Meanwhile, a Conservative party spokesperson stated that all donations are transparently reported and don't impact government decision-making.
