MI6 Chief Warns Russia Is Seeking to Export Chaos to Britain and Europe

UK intelligence head says Moscow’s strategy relies on disruption, hybrid warfare and instability rather than conventional conflict
Britain faces an escalating security threat from Russia’s deliberate effort to export chaos across Europe and beyond, the head of the UK’s foreign intelligence service has warned, describing Moscow’s strategy as one aimed at undermining stability rather than engaging in open war.

Speaking publicly in a rare address, the chief of the Secret Intelligence Service, commonly known as MI6, said Russia has increasingly relied on covert and disruptive tactics to weaken its adversaries, placing the United Kingdom firmly within its scope.

The intelligence chief said Russia’s approach combines cyber operations, sabotage, disinformation and the manipulation of political and social divisions, all designed to erode trust in democratic institutions and strain alliances.

Rather than pursuing direct military confrontation with NATO, Moscow is accused of operating below the threshold of war, using deniable actions to create uncertainty and disorder while avoiding clear retaliation.

This strategy, the MI6 head said, reflects a broader ambition to destabilise European security and challenge the existing international order.

The warning comes as Western intelligence agencies report an uptick in hostile Russian activity across Europe, including cyber intrusions, influence campaigns and suspected acts of sabotage against critical infrastructure.

UK officials say these actions are closely linked to Russia’s ongoing war in Ukraine and its frustration with Western support for Kyiv, which has limited Moscow’s ability to achieve its objectives through conventional means.

The MI6 chief emphasised that the threat is not confined to intelligence agencies or the armed forces, but affects wider society, calling for vigilance and resilience across government, industry and the public.

She also highlighted the importance of intelligence cooperation with allies, noting that shared information and coordinated responses are essential to countering a challenge that crosses borders and domains.

British officials have reiterated that the UK remains committed to supporting Ukraine and strengthening collective defence alongside its allies, arguing that resisting efforts to spread chaos is critical to safeguarding national security.

The intelligence warning underscores a growing consensus in London that Russia’s tactics, while often subtle, pose a persistent and serious threat that requires sustained attention and long-term preparedness.
